Description
This PR further stabilizes IoTDBPipeClusterIT.testPipeAfterDataRegionLeaderStop for table model by flushing DataRegion replicas after IoTConsensus replication catches up. It covers both the stale-follower window before stopping the test1 leader and the durability window before full cluster restart.
Verification
